MOF issued Press release today (22 June 2021) interacting with tax professionals, other stakeholders and Infosys on issues in new Income Tax Portal.

A meeting was held between senior officials of the Finance Ministry and Infosys on 22.06.2021 on issues in the new Income Tax Portal. The meeting was presided over by Union Minister for Finance & Corporate Affairs Minister Smt. Nirmala Sitharaman. Union Minister of State for Finance & Corporate Affairs, Shri Anurag Singh Thakur, also participated in the meeting. The interaction was attended by Shri Tarun Bajaj, Secretary Revenue; Shri J. B. Mohapatra, Chairman, CBDT; Smt. Anu J. Singh, Member (L & Systems), CBDT, and other senior officers of CBDT. Infosys was represented by its MD & CEO, Shri Salil Parekh and COO, Shri Praveen Rao and other members of their team. The meeting was also attended by 10 tax professionals from across the country, including representatives of ICAI and All India Federation of Tax Practitioners (AIFTP).

The new e-filing portal 2.0 of Income Tax Department (incometax.gov.in) went live on 07.06.2021. Since its launch, there were numerous glitches in the functioning of the new portal. Taking note of the grievances voiced on social media by taxpayers, tax professionals and other stakeholders, the Finance Minister had also flagged the issues to the vendor M/s Infosys, calling upon them to address these concerns. However, since the portal continued to be plagued by technical glitches causing inconvenience to taxpayers, it was decided to hold a meeting between Finance Ministry and Infosys as also other stakeholders here today. Suggestions in respect of the glitches on the portal were invited online by 18.06.2021. More than 700 emails detailing over 2,000 issues including 90 unique issues/problems in the portal were received in response to the same.

During the meeting, Smt. Sitharaman emphasised that enhanced taxpayer service is an important priority for the present Government and every effort should be made to amplify the same. While appreciating the role of ICAI and its president Shri Jambusaria and the ICAI’s positive contribution in giving shape to today’s meeting, the Finance Minister complimented them for providing specific nuanced inputs lying between the intersection of technology and taxation. Smt. Sitharaman also expressed her gratitude to the people who sent inputs through email and assured them that their suggestions would be taken up in all earnestness and would be addressed on priority.

The Finance Minister exhorted Infosys (service provider) to work on the tax portal to make it more humane and user-friendly and expressed her deep concern on the various problems being faced by the stakeholders in the new portal which was expected to provide a seamless experience to taxpayers.

Smt. Sitharaman asked Infosys to address all issues without further loss of time, improve their services, redress grievances on priority as it was impacting taxpayers adversely. The Finance Minister concluded her remarks by appreciating the taxpayers who have kept up with the timelines of compliances despite the COVID-19 pandemic. Smt. Sitharaman also hoped that the positive engagement between taxpayers, tax professionals and the Government would continue in future. The Finance Minister assured them that the Government is responsive to their problems and is proactively committed to enhance taxpayer service and experience.

The team from Infosys, which was led by the CEO and COO of Infosys, took note of the issues highlighted by the stakeholders. They also noted the observations and suggestions received from various users and stakeholders through email. The Infosys team acknowledged the technical issues in the functioning of the portal and shared the status of the resolution w.r.t the issues highlighted by the stakeholders. They informed that Infosys has been working to fix the technical issues noticed in the functioning of the portal and that they have augmented the resources for execution of the project on the hardware as well as the application side and that some of the issues have already been identified and fixed. For the other remaining technical issues, they assured that their teams were working on these issues and gave the expected timelines within which the issues such as e-proceedings, Form 15CA/15CB, TDS statements, DSC, viewing of past ITRs etc. are expected to be resolved in about a week. It was also decided that the timelines mentioned by Infosys to redress the issues would also be placed in public domain in due course.

This interaction was followed by another detailed meeting between senior officers of the Department of Revenue and the Infosys team, covering technical issues in the new portal.

Government has received several complaints against widespread cheating and unfair trade practices being observed in e-commerce ecosystem

Conventional e-commerce flash sales are not banned. Only specific flash sales or back-to-back sales which limit customer choice, increase prices and prevents a level playing field are not allowed

To protect the interests of consumers and encourage free and fair competition in the market, Government is sharing a draft of the proposed amendments to the Consumer Protection (E-commerce) Rules, 2020

Proposed amendments aim to bring transparency in e-commerce platforms and further strengthen the regulatory regime

Views comments suggestions sought on the amendments to Consumer Protection (E-commerce) Rules, 2020 within 15 days (by 6th July, 2021)

For the purposes of preventing unfair trade practices in e-commerce, the Central Government had notified the Consumer Protection (E-Commerce) Rules, 2020 with effect from 23 July 2020. However, since the notification of these rules, the Government has received several representations from aggrieved consumers, traders and associations complaining against widespread cheating and unfair trade practices being observed in the e-commerce ecosystem.

Prevalence of such unfortunate incidents has negatively impacted the consumer and business sentiment in the market, causing immense distress and anguish to many. It was observed that there was an evident lack of regulatory oversight in e-commerce which required some urgent action. Moreover, the rapid growth of  e-commerce platforms has also brought into the purview the unfair trade practices of the marketplace e-commerce entities engaging in manipulating search result to promote certain sellers, preferential treatment to some sellers, indirectly operating the sellers on their platform, impinging the free choice of consumers, selling goods close to expiration etc.

Additionally, conventional flash sales by third party sellers are not banned on e-commerce platform. But, certain e-commerce entities are engaging in limiting consumer choice by indulging in “back to back” or “flash” sales wherein one seller selling on platform does not carry any inventory or order fulfilment capability but merely places a “flash or back to back” order with another seller controlled by platform. This prevents a level playing field and ultimately limits customer choice and increases prices.

To protect the interests of consumers, prevent their exploitation and encourage free and fair competition in the market, the Government of India is sharing a draft of the proposed amendments to the Consumer Protection (E-commerce) Rules, 2020. The proposed amendments aim to bring transparency in the e-commerce platforms and further strengthen the regulatory regime to curb the prevalent unfair trade practices. The proposed amendments are as follows

To ensure compliance of the Consumer Protection Act, 2019 and Rules, appointment of Chief Compliance Officer, a nodal contact person for 24×7 coordination with law enforcement agencies, officers to ensure compliance to their orders and Resident Grievance Officer for redressing of the grievances of the consumers on the e-commerce platform, has been proposed. This would ensure effective compliance with the provisions of the Act and Rules and also strengthen the grievance redressal mechanism on e-commerce entities.

Putting in place a framework for registration of every e-commerce entity with the Department for Promotion of Industry and Internal Trade (DPIIT) for allotment of registration number which shall be displayed prominently on website as well as invoice of every order placed the e-commerce entity. Registration of e-commerce entities would help create a database of genuine e-commerce entities and ensure that the consumers are able to verify the genuineness of an e-commerce entity before transacting through their platform.

To protect the interests of consumers, mis-selling has been prohibited i.e selling goods and services entities selling goods or services by deliberate misrepresentation of information by such entities about such goods or services. To ensure that consumers are aware about the expiry date of the products they are buying on the e-commerce platform all sellers on marketplace e-commerce entities and all inventory e-commerce entities to provide best before or use before date to enable consumers to make an informed purchase decision.

To ensure that the domestic manufacturers and suppliers get a fair and equal treatment on the e-commerce platform it has been provided that where an e-commerce entity offers imported goods or services, it shall incorporate a filter mechanism to identify goods based on country of origin and suggest alternatives to ensure fair opportunity to domestic goods.

To ensure that consumers are not adversely affected in the event where a seller fails to deliver the goods or services due to negligent conduct by such seller in fulfilling the duties and liabilities in the manner as prescribed by the marketplace e-commerce entity, provisions of Fall-back liability for every marketplace e-commerce entity have been provided.

The amendment aims to ensure right quantity to beneficiaries in distribution of subsidized foodgrains under the National Food Security Act (NFSA), 2013 as per their entitlement

Abundance of natural resources, human capital and aspirational population will help create a tech-enabled manufacturing ecosystem in eastern India, says Shri Dharmendra Pradhan

Minister of Steel & Petroleum and Natural Gas Shri Dharmendra Pradhan today addressed the webinar on “Making Eastern India a Manufacturing Hub with respect to metallurgical industries”, organised by Indian Institute of Metals. The Webinar was attended by the experts from the metals sector, officials of Ministry of Steel, and state government representatives.

Shri Pradhan, speaking on the occasion, said that Hon’ble Prime Minister Shri Narendra Modi is working on the mission to bring eastern India at par with other developed regions of the country. With a skilled human capital, abundance of natural resources and an aspirational population, eastern India is poised to create a tech-enabled manufacturing ecosystem. He said that very few nations are blessed with the abundance of natural resources as much as eastern India is. He spoke in detail about the Mission Purvodaya launched also in the steel sector and its potential to spur a new era of development in the eastern India. He also spoke about efforts made by the Government of India in giving boost to logistical infrastructure in the eastern India including inland waterways. Shri Pradhan spoke about the rich heritage of architecture, maritime economy and also industrial development in eastern India and said that time has come to reclaim that glory.

Speaking about sustainable development, Shri Pradhan said that development and ecology can co-exist. He spoke about the leadership provided by Shri Narendra Modi in moving towards a greener future for the world. He said that Governments need to promote industrial development along with sustainable development and policies have to be more people, business and environment friendly. He called upon Indian Institute of Metals to help create greener, cleaner and thus more sustainable products around ‘green steel’.

Speaking about Industrial Revolution 4.0, he said that we must seize the opportunity and create new, innovative and sustainable business models.

नमस्कार !

आप सभी को सातवें ‘अंतर्राष्ट्रीय योग दिवस’ की बहुत बहुत शुभकामनाएं।

आज जब पूरा विश्व कोरोना महामारी का मुकाबला कर रहा है, तो योग उम्मीद की एक किरण भी बना हुआ है। दो वर्ष से दुनिया भर के देशो में और भारत में भले ही बड़ा सार्वजनिक कार्यक्रम आयोजित नहीं हुआ हों लेकिन योग दिवस के प्रति उत्साह ज़रा भी कम नहीं हुआ है. कोरोना के बावजूद , इस बार की योग दिवस की थीम “Yoga for wellness” ने करोड़ों लोगों में योग के प्रति उत्साह को और भी बढाया है .मैं आज योग दिवस पर ये कामना करता हूं की हर देश, हर समाज और हर व्यक्ति स्वस्थ हो, सब एक साथ मिलकर एक दूसरे की ताकत बनें.

साथियों,

हमारे ऋषियों-मुनियों ने योग के लिए “समत्वम् योग उच्यते” ये परिभाषा दी थी। उन्होंने सुख-दुःख में समान रहने, संयम को एक तरह से योग का पैरामीटर बनाया था। आज इस वैश्विक त्रासदी में योग ने इसे साबित करके दिखाया है। कोरोना के इन डेढ़ वर्षों में भारत समेत कितने ही देशों ने बड़े संकट का सामना किया है।

साथियों,

दुनिया के अधिकांश देशों के लिए योग दिवस कोई उनका सदियों पुराना सांस्कृतिक पर्व नहीं है। इस मुश्किल समय में, इतनी परेशानी में लोग इसे आसानी से भूल सकते थे, इसकी उपेक्षा कर सकते थे। लेकिन इसके विपरीत, लोगों में योग का उत्साह और बढ़ा है, योग से प्रेम बढ़ा है। पिछले डेढ़ सालों में दुनिया के कोने कोने में लाखों नए योग साधक बने हैं। योग का जो पहला पर्याय, संयम और अनुशासन को कहा गया है, सब उसे अपने जीवन में उतारने का प्रयास भी कर रहे हैं।

साथियों,

जब कोरोना के अदृष्य वायरस ने दुनिया में जब दस्तक दी थी, तब कोई भी देश, साधनों से, सामर्थ्य से और मानसिक अवस्था से, इसके लिए तैयार नहीं था। हम सभी ने देखा है कि ऐसे कठिन समय में, योग आत्मबल का एक बड़ा माध्यम बना। योग ने लोगों में ये भरोसा बढ़ाया कि हम इस बीमारी से लड़ सकते हैं।

मैं जब फ्रंटलाइन वारीयर्स से, डॉक्टर्स से बात करता हूँ, तो वो मुझे बताते हैं कि, कोरोना के खिलाफ लड़ाई में उन्होंने योग को भी अपना सुरक्षा-कवच बनाया। डॉक्टरों ने योग से खुद को भी मजबूत किया, और अपने मरीजों को जल्दी स्वस्थ करने में इसका उपयोग भी किया। आज अस्पतालों से ऐसी कितनी ही तस्वीरें आती हैं जहां डॉक्टर्स, नर्सेस, मरीजों को योग सिखा रहे हैं, तो कहीं मरीज अपना अनुभव साझा कर रहे हैं। प्राणायाम, अनुलोम-विलोम जैसी breathing exercises से हमारे respiratory system को कितनी ताकत मिलती है, ये भी दुनिया के विशेषज्ञ खुद बता रहे हैं।

साथियों,

महान तमिल संत श्री थिरुवल्लवर ने कहा –

“नोइ नाडी, नोइ मुदल नाडी, हदु तनिक्कुम, वाय नाडी वायपच्चयल” अर्थात्, अगर कोई बीमारी है तो

उसे diagnose करो, उसकी जड़ तक जाओ, बीमारी की वजह क्या है ये पता करो, और फिर उसका इलाज सुनिश्चित करो। योग यही रास्ता दिखता है ।आज मेडिकल साइंस भी उपचार के साथ साथ हीलिंग पर भी उतना ही बल देता है और योग हीलिंग प्रोसेस में उपकारक है .मुझे संतोष है कि आज योग के इस पहलू पर दुनिया भर के विशेषज्ञ अनेक प्रकार के scientific रीसर्च कर कर रहे हैं उस पर काम कर रहे हैं।

कोरोना काल में, योग से हमारे शरीर को होने वाले फ़ायदों पर, हमारी immunity पर पड़ने वाले सकारात्मक प्रभावों पर कई स्टडीज़ हो रही हैं। आजकल हम देखते है कई स्कूलों में ऑनलाइन क्लासेस की शुरुआत में

10-15 मिनट बच्चों को योग – प्राणायाम कराया जा रहा है। ये कोरोना से मुकाबले के लिए भी बच्चों को शारीरिक रूप से तैयार कर रहा है।

साथियों,

भारत के ऋषियों ने हमें सिखाया है-

व्यायामात् लभते स्वास्थ्यम्,

दीर्घ आयुष्यम् बलम् सुखम्।

आरोग्यम् परमम् भाग्यम्,

स्वास्थ्यम् सर्वार्थ साधनम् ॥

अर्थात्, योग-व्यायाम से हमें अच्छा स्वास्थ्य मिलता है, सामर्थ्य मिलता है, और लंबा सुखी जीवन मिलता है। हमारे लिए स्वास्थ्य ही सबसे बड़ा भाग्य है, और अच्छा स्वास्थ्य ही सभी सफलताओं का माध्यम है। भारत के ऋषियों ने, भारत ने जब भी स्वास्थ्य की बात की है, तो इसका मतलब केवल, शारीरिक स्वास्थ्य नहीं रहा है। इसीलिए, योग में फ़िज़िकल हेल्थ के साथ साथ मेंटल हेल्थ पर इतना ज़ोर दिया गया है। जब हम प्राणायाम करते हैं, ध्यान करते हैं, दूसरी यौगिक क्रियाएँ करते हैं, तो हम अपनी अंतर-चेतना को अनुभव करते हैं। योग से हमें ये अनुभव होता है कि हमारी विचार शक्ति, हमारा आंतरिक सामर्थ्य इतना ज्यादा है कि दुनिया की कोई परेशानी, कोई भी negativity हमें तोड़ नहीं सकती। योग हमें स्ट्रेस से स्ट्रेंथ की ओर, नेगेटिविटी से क्रिएटिविटी का रास्ता दिखाता है। योग हमें अवसाद से उमंग और प्रमाद से प्रसाद तक ले जाता है।
