Union Minister of Textiles, Commerce & Industry, Consumer Affairs & Food & Public Distribution, Shri Piyush Goyal held an in depth review of initiatives undertaken by Ministry of Textiles for giving a boost to the textiles sector here today. Minister of State for Textiles, Smt.Darshna Jardosh was also present. Shri U.P. Singh, Secretary Textiles, Shri V. K. Singh, Additional Secretary, Joint Secretaries, DC Handicrafts and other senior officials of the Ministry participated in the meeting.
Shri V. K. Singh made a detailed presentation giving an overview of the entire Textiles Sector. The Minister was briefed about the broad contours of Indian Textiles Sector. It was informed that Textiles which is one of the oldest industries in India, dating back several centuries contributes 2.3% to Indian GDP, 7% of the Industrial Output,12% to the export earnings of India and employs more than 45 million persons (Direct) which is 21 % of total employment. India is the 6th largest producer of Technical Textiles with 6% Global Share (12% CAGR), largest producer of cotton & jute in the world. Cotton production supports 5.8 Million farmers & 40-50 Million people in allied sectors. India is also the second largest producer of silk in the world and 95% of the world’s hand woven fabric comes from India.
Speaking on the occasion, Shri Piyush Goyal said that by enhancing productivity of local artisans & domestic industry, we will realise the vision of an Atmanirbhar Bharat under the leadership of the Prime Minister Shri Narendra Modi. He further said that Textiles sector has great potential and it should be realised by using innovations, latest technology and facilitations. The Minister also expressed confidence that there will be a big growth in this sector. He asked the concerned officials to think and undertake necessary measures for increasing income of people employed in Textiles, put efforts to bring consistency in quality of handloom and eliminate child labour from the textiles sector.

Shri Kiren Rijiju, Minister for Law & Justice, along with Prof. S P Singh Baghel, Minister of State for Law & Justice took a meeting with the officers of the Department of Legal Affairs and Legislative Department on 15th July, 2021 at Shastri Bhawan. Shri Anoop Kumar Mendiratta, Law Secretary and Secretary, Legislative Department along with officers welcomed the Ministers who in their introductory remarks highlighted the areas of priority for the Government with regard to the working of the Ministry and emphasized upon the need for time bound disposal of files marked to the Department.
Law Minister expressed his appreciation for the Legal Information Management and Briefing System (LIMBS )initiative of the Department and directed for further enhancing its scope and reach to monitor litigation which is of significant importance from Government and Policy perspectives.
Minister also stated that to achieve the Prime Minister’s vision to develop India as an international arbitration hub, the Arbitration Council of India (ACI) and the New Delhi International Arbitration Centre (NDIAC) are required to be set up. The establishment of these institutions will not only help in reduction of litigation for appointment of arbitrators, but would promote institutional arbitration, which is the need of the hour. Besides, the efforts in this direction would help the country in promotion of ease of doing business (EODB) environment, particularly with regard to enforcing of contracts and help in further improving of India’s position in the World Bank ranking on EODB. These initiatives would be conducive in attracting foreign investments and strengthening of the Indian economy.
Ministry of Finance has released today ₹75,000 crore to the States and UTs with Legislature under the back-to-back loan facility in lieu of GST Compensation.This release is in addition to normal GST compensation being released every 2 months out of actual cess collection.
Subsequent to the 43rd GST Council Meeting held on 28.05.2021, it was decided that the Central Government would borrow ₹1.59 lakh crore and release it to States and UTs with Legislature on a back-to-back basis to meet the resource gap due to the short release of Compensation on account of inadequate amount in the Compensation Fund.This amount is as per the principles adopted for a similar facility in FY 2020-21, where an amount of ₹1.10 lakh crore was released to States under a similar arrangement. This amount of ₹1.59 lakh crore would be over and above the compensation in excess of ₹1 lakh crore(based on cess collection) that is estimated to be released to States/UTs with Legislature during this financial year. The sum total of ₹2.59 lakh crore is expected to exceed the amount of GST compensation accruing in FY 2021-22.
All eligible States and UTs (with Legislature) have agreed to the arrangements of funding of the compensation shortfall under the back-to-back loan facility. For effective response and management of COVID-19 pandemic and a step-up in capital expenditure all States and UTs have a very important role to play. For assisting the States/UTs in their endeavour, Ministry of Finance has frontloaded the release of assistance under the back-to-back loan facility during FY 2021-22 ₹75, 000 crore (almost 50 % of the total shortfall for the entire year) released today in a single instalment. The balance amount will be released in the second half of 2021-22 in steady instalments.
The release of ₹75,000 crore being made now is funded from borrowings of GoI in 5-year securities, totalling ₹68,500 crore and 2-year securities for ₹6,500 crore issued in the current financial year, at a Weighted Average Yield of 5.60 and 4.25 percent per annum respectively.
It is expected that this release will help the States/UTs in planning their public expenditure among other things, for improving, health infrastructure and taking up infrastructure projects.

The Indian Customs is continuously monitoring the import clearances of edible oils in co-ordination with Food Safety and Standards Authority of India (FSSAI). It is seen that the import clearance time for edible oil has come down significantly to approx. 3-4 days at present which is the usual time taken for sampling, duty payment and logistics. It is being ensured that there is no clogging at the ports. To facilitate the trade and expedite the clearances, nodal officers have been nominated in all the Customs Zones and a Standard Operating Procedure has also been put in place for smooth clearance. Customs is also engaging with the Industry Associations regularly.

The import/export policy relating to edible oils, its volumes of clearances and pendency situation at ports etc are reviewed on weekly basis by Inter-ministerial Committee on prices of Agricultural Commodities. These aspects are also reviewed regularly by Committee of Secretaries and Group of Ministers.
Department of Consumer Affairs and Department of Food continuously monitor the retail selling prices of edible oil for assessing the need for intervention
Tariff and other policy interventions are normally made on the recommendations of these Committees/Group.
To provide relief to the consumers, certain measures have been taken recently in respect of edible oil. These include reduction of customs duty on edible crude palm oil from 35.75% to 30.25% and on refined palm oil from 49.5% to 41.25%. Further, import restriction of refined palm oil has also been lifted till 31st

International Financial Services Centres Authority (IFSCA) has been established as a unified regulator to develop and regulate financial products, financial services, and financial institutions in the International Financial Services Centres (IFSCs) in India.
Global estimates suggest that there are one billion people in the silver generation (a global cohort of individuals aged 60 and older) with a combined spending power of $15 trillion and the size is ever expanding. Development in medicinal science and technology will support extending of lifespan and longevity of the silver generation. It is estimated that by 2040, there will be more members of the silver generation than people under 20. This demographic change will throw open new challenges and opportunities especially in the areas of wealth management, health, insurance, and other investment products.
IFSCA, in its endeavour to develop a Longevity Finance Hub in GIFT IFSC has constituted an Expert Committee to recommend approach towards development of Longevity Finance Hub and provide road map for the same.
The expert committee is being co-chaired by Ms. Kaku Nakhate, President and Country Head (India), Bank of America, and Mr. Gopalan Srinivasan, Ex-CMD, New India Assurance Company Limited. The committee members comprise of leaders from the entire longevity finance ecosystem including from areas such as banking, insurance, wealth management, FinTech, legal, compliance and management consultancy.

There is a WhatsApp message being circulated that stock limits on pulses have been removed. In this regard it is clarified that Stock limits imposed on Pulses vide Order dated 2.7.21 have not been removed and are being enforced. Government is closely monitoring the implementation of these Orders by the States.
Central Government has also shared information with the States where there is a mismatch between the stocks declared by the Stockists on the portal developed by Department of Consumer Affairs and loans taken from the Bank for pulses stocks or the quantity imported by importers. States have been asked to take strict action against all those violating the stock limits.

The Competition Commission of India (“CCI”) received a notice relating to acquisition of equity stake in JSW Cement (“Target”) by Synergy Metals Investments Holding Limited (“Acquirer”), under Green Channel and is deemed approved.
The Acquirer is the investment fund of its ultimate controlling entity, Synergy Metals and Mining Fund I LP (“Synergy Fund”). Synergy Fund invests in the industrials, metals and power sectors globally.
The Target is an unlisted public company based in India and belongs to the JSW group of companies. Its business activities include (a) production, manufacturing and trading of cement, clinker, ground granulated blast-furnace slag, slag sand and related products; (b) mining, crushing and grinding of raw materials and all other processes to finally produce and manufacture cement; (c) road transportation services; and (d) purchase of land/immovable properties to erect houses/building, etc.

The Prime Minister, Shri Narendra Modi inaugurated and laid the foundation stone of various development projects in Varanasi. He inaugurated various public projects and works, including a 100 bed MCH wing in BHU, multi-level parking at Godauliya, Ro-Ro Vessels for tourism development on River Ganga and three lane flyover bridge on the Varanasi Ghazipur Highway. Projects worth around Rs. 744 crores.
He also laid the foundation stones of several projects and public works worth around Rs. 839 crores. These include the Centre for Skill and Technical Support of Central Institute of Petrochemical Engineering and Technology (CIPET), 143 rural projects under Jal Jeevan Mission and mango and vegetable integrated pack house in Karkhiyaon.
Addressing the gathering, the Prime Minister recalled the difficult last few months when the mutated coronavirus attacked with full force. The Prime Minister lauded the efforts of Uttar Pradesh and Kashi in dealing with the challenge. He praised the efforts of the Government of Uttar Pradesh in dealing with the pandemic. He praised his team from Kashi, the administration and the entire team of Corona warriors for the way they mobilized day and night to create arrangements in Kashi. “Even in the difficult days, Kashi has shown that it never stops and never tires”, said the Prime Minister.He contrasted the unprecedented handling of the second wave with the earlier instances when Japanese encephalitis type of diseases used to wreak havoc. Even the small challenges used to acquire massive proportions in the absence of medical facilities and political will. Today UP is the state with the highest number of tests and vaccinations, he said.

Shri Modi enumerated the rapidly improving medical infrastructure in Uttar Pradesh. Number of medical colleges in the last four years has grown four-fold. Many medical colleges are in various states of completion. Shri Modi talked of about 550 oxygen plants that are being established in the state out of which 14 were inaugurated today.He also praised the efforts to improve pediatric ICUs and oxygen facilities by the state government. He said that the recently announced Rs 23000 crore package will help Uttar Pradesh. He said that Kashi city is becoming a big medical hub of Purvanchal. He added that the treatment for some diseases for which one had to go to Delhi and Mumbai is now available in Kashi. Such a gigantic will as that of a Buddha or a Jesus could not be obtained in one life, for we know who their fathers were. It is not known that their fathers ever spoke a word for the good of mankind. Millions and millions of carpenters like Joseph had gone; millions are still living. Millions and millions of petty kings like Buddha’s father had been in the world. If it was only a case of hereditary transmission, how do you account for this petty prince, who was not, perhaps, obeyed by his own servants, producing this son, whom half a world worships? How do you explain the gulf between the carpenter and his son, whom millions of human beings worship as God? It cannot be solved by the theory of heredity. The gigantic will which Buddha and Jesus threw over the world, whence did it come? Whence came this accumulation of power? It must have been there through ages and ages, continually growing bigger and bigger, until it burst on society in a Buddha or a Jesus, even rolling down to the present day.
