Government caps Trade Margin up to 70% on Price to Distributor level on five medical devices

Keeping in view the evolving COVID pandemic, and the continuing demand of the medical devices, the Government has decided to regulate their prices for affordable healthcare and COVID management.By invokingextraordinary powers under Para 19 of the DPCO, 2013 in larger public interest National Pharmaceutical Pricing Agency (NPPA) has vide its notification dated 13.07.2021, capped the Trade Margin up to 70% on Price to Distributor (PTD) level on (i) Pulse Oximeter, (ii) Blood Pressure Monitoring Machine, (iii) Nebulizer, (iv) Digital Thermometer, and (v) Glucometer. Earlier, in February 2019 NPPA hadpreviouslycapped the Trade Margin on Anti-Cancer Drugs and on 3rd June 2021 for Oxygen Concentrators. Based on the notified Trade Margin, NPPA has instructed the manufacturers / importers to report revised MRP within seven days. Revised MRPs will be informed in public domain thereafter by NPPA. The revised prices will come into effect from 20th July 2021.

Every retailer, dealer, hospital and institution shall display price lists of these medical devicesas furnished by the manufacturer, on a conspicuous part of the business premises in a manner so as to be easily accessible to any person wishing to consult the same. The manufacturers / importers not complying with the revised MRPafter Trade Margin capping, shall be liable to deposit the overcharged amount along with interest @15% andpenalty up to 100% under the provisions of the Drugs (Prices Control) Order, 2013 read with Essential Commodities Act, 1955. State Drug Controllers (SDCs) shall monitor the compliance of the order to ensure that no manufacturer, distributer, retailer shall sellthese medical devices to any consumer at a price exceeding the revised MRP, to prevent instances of black-marketing.

The Order shall be applicable up to 31st January 2022, subject to review.

In his address, Shri Amit Shah said that when the government was formed for the second time under the leadership of Prime Minister Shri Narendra Modi, it was decided to establish this Center in view of the excellence and prestige of the National Forensic Science University worldwide and it was the most appropriate decision. The Union Home Minister said that when the Gujarat Forensic Science University was formed, at that time Shri Narendra Modi was the Chief Minister of Gujarat and he was the Home Minister of the state and when the National Forensic Science University was formed, Shri Narendra Modi is the Prime Minister and he is the Union Home Minister. The Cyber ​​Defence Center and Ballistic Research Center set up in this Center are unique in the whole of Asia and the nation is on course to be self-reliant in this field. The Union Home Minister said that the fight against cyber war and cyber crime is very important for us as India is an emerging economy. Cyber ​​security is also very important for India’s security and to meet the Prime Minister’s goal of a five trillion Dollar economy. Several new dimensions have been established in the Ballistic Research Center for the testing of bullet proof materials. The materials which were earlier tested in the United States and Europe are now being tested here, it will be of maximum benefit to the Police, Central Armed Police Forces and Army personnel across the country to protect themselves. Shri Amit Shah said that an indigenous kit will also be made in this university to conduct a lot of tests which will be made available to police forces across the country. Wherever narcotics are seized, investigation will be pursued by checking with this kit. The Union Home Minister said that in the last one-and-a-half years, maximum narcotics have been seized, which is a record till now.

The Union Home Minister said that there are many challenges before India in the 21st century and to successfully deal with them, we have to strengthen the Criminal Justice system. Forensic science is an important part of this. In view of the changing faceof crime due to 130 crore population and market, borders with difficult geographical location and neighboring countries, it is very necessary to strengthen forensic science and the criminal justice system. He said that the government is holding a dialogue with police officers, judges, lawyers and law universities across the country to bring about radical changes in the  CrPC, IPC and Evidence Act. We want to modernize them according to today’s requirements. We want to add new streams to meet today’s challenges by removing the things that have become obsolete. I, along with many, suggest that forensic science laboratory visits should be made mandatory for all offenses punishable by more than 6 years. For this it is very important to have mobile forensic labs and an extension in every district. In this, the help of the youth will be needed, for which the National Forensic Science University will have to open its colleges in every state. That is why it is very important to have mobile forensic labs and an extension in every district. We are going to work in this direction very quickly. Shri Amit Shah said that there is a sentence in the Upanishads that the value of Swaraj is justice and I believe that justice will be inculcated by it.

Shri Amit Shah said that our police are accused of no action and extreme action and the police are caught between these two. We need just action, natural action and this can happen only when scientists proceed with the investigation based on evidence. It is very important to move forward in this direction. The Union Home Minister said that the whole country is worried about the ill effects of drugs on our society, security and economy. The Government of India under the leadership of Shri Narendra Modi has decided that we will not allow narcotics substances to enter India. For this, in the last two years under the leadership of the Prime Minister, we have taken many steps. Narco Terror is another threat to India, the money it generates is used for terrorism. It is also very important to stop this. Shri Shah said that the Excellence Center which has been set up here is a complete unit in itself. A system equivalent to the world’s best laboratory has been created in this forensic university in Gujarat.

The Union Home Minister said that he is very happy that the dream conceived by Prime Minister Shri Narendra Modi is being inaugurated today. Shri Amit Shah said that he is confident that this Forensic University will further cement its outstanding identity across the world in the next 4-5 years. The Vice President, Shri M Venkaiah Naidu today received the first copy of the English translation of Shri Thummeti Raghothama Reddy’s book- ‘Terrace Garden: Midde Thota’.

The book, originally written in Telugu, chronicles Shri Reddy’s successful journey of developing a fruitful terrace garden at Naarapalle, Hyderabad. Shri Naidu commended the translator Shri Koduru Sitarama Prasad and the publisher Shri Yadlapalli Venkateswara Rao for their efforts in bringing out the book.

The Vice President appreciated Shri Reddy for using age-old traditional methods of farming in his terrace garden. In the past seven years, Shri Reddy was able to reap 25 quintals of vegetables in a small area of 1230 square feet and all this was done using only soil and animal manure. No chemicals were used in his terrace garden. Noting this remarkable feat, Shri Naidu said, “Terrace gardening is a wonderful idea as it can provide us with nutritious food that is cost-effective.”

Highlighting the benefits of having a terrace garden, the Vice President said that it not only gives fresh produce of chemical-free fruits and vegetables but also increases the levels of oxygen in the surrounding air. “Gardening brings one close to nature and it can also relieve mental stress” he added.

The book ‘Terrace Garden: Midde Thota’ gives an insight into the practical methods and techniques that can be adopted while cultivating a terrace garden. Shri Naidu said that the book inspires people to take up terrace gardening and is a perfect guide for those who want to nurture a terrace garden of their own. The Vice President urged people with empty spaces at home to try cultivating gardening as a hobby.

Shri Amit Shah inaugurated the Civic Center at Bopal, Ahmedabad costingRs.4 crore and the newly constructed Reading Room costing Rs.7 crore as well as the Community Hall and Party Plot at Bejalpur. He also inaugurated various projects of Ahmedabad Urban Development Authority (AUDA), Ahmedabad Municipal Corporation and Western Railway.This included renovation of Ahmedabad railway station at a cost of Rs. 17 crore, development work of Rs. 4.05 crore at Chandlodiya railway station and Rs. 2.35 crore at Amli Road station, Rs 1.72 crore at Khodiyar station and Rs. 3.75 crore at Kalol station. The Home Minister also laid the foundation stone of two water distribution schemes of AUDA, in which the Rs. 98 croreGhuma TP scheme will benefit about 35,000 people of the area, and the Rs. 267 croreTelavHeadworks water supply project, which will benefit about 45 villages around Sardar Patel Ring Road. Along with this, Home Minister Shri Amit Shah also inaugurated and laid the foundation stone of 1220 development works worth about Rs. 43 crore in Sanand, Bavla and Daskroi.

In his address, Shri Amit Shah said that he is very happy that today is an important day in the development campaign going on across the country under the leadership of Prime Minister Shri NarendraModi. He said that today is an occasion of great joy that a total of Rs. 267 crore development works are going to start. The facility of reaching pure drinking water to the homes of more than 35,000 citizens at an expenditure of about Rs. 100 crore under the Ghuma TP scheme through AUDA is starting from today. It has been planned with great foresight so that event after increase in population in the next 30 years, there will be no water problem.

The Union Home Minister said that he has studied a lot of development stories of the country and the world and of men of inspiration. There are two types of leaders –the one who sayslet what is happening continue, and the other who works tirelessly for the best that can be done in his time. A third leader is like Shri NarendraModi, who create a system in which good work continues even after his departure. Shri Amit Shah said Gujarat has received huge benefit from this. During the rule of Shri NarendraModi for 14 years, Gujarat got many such facilities, which are running on their own today. He said that in Bopal, the middle class youth have to give 10th, 12th, open exams, they had to think about where to go to study, facilities were not available, electricity was not available and even solitude. Manytypes of facilities have been made available in the Civic Center which has been inaugurated today.

Shri Amit Shah said modernization and renovation works have been done through the Western Railway with an expenditure of Rs.29 crore. Ahmedabad railway station has been renovated at a cost of Rs. 17 crore. Shri Amit Shah said that railway stations like Ambli, Khodiyar, Chandlodiya and Kalol did not have basic facilities. He corresponded with the Western Railway for creation of all these facilities and Western Railway also took care of all the minor facilities with great sensitivity.

The Home Minister said that the GandhinagarLokSabha constituency, which is made up of both rural and urban areas, in terms of development and this constituency will be at the forefront among all LokSabha constituencies across the country before 2024. He shall ensure this by keeping the trust reposed by the people in him and the leader of the country, Shri NarendraModi. The Government of India has implemented many schemes to ensure that drinking water, cooking gas and toilets reach every person’s house. The Prime Minister of the country has been concerned about the welfare of the people through many schemes. In Gujarat also Shri VijayRupani and Nitin Patel have implemented many schemes. Shri Shah said that the health scheme has been prepared by the Prime Minister, here also the Mother scheme is operational. As your Member of Parliament (MP), it is my responsibility to ensure that it should be well managed, besides being the responsibility of my office and my fellow MLAs and councillors. Shri Amit Shah said that under the able leadership of Prime Minister NarendraModi, we are firmly battling the COVID-19 pandemic. This included the battle against the first wave, the second wave and now the start of creating the protective shield. Gujarat is at the forefront of vaccination in the country in terms of vaccinations per million (every 10 lakh). He said that he wishes to convey special felicitations to the Ahmedabad district administration as 86 percent of the citizens above 45 years of age have been vaccinated in the district and 32 percent of the citizens of 18 to 44 years of age have also been vaccinated. Shri Shah requested all citizens of Gandhinagar constituency, Ahmedabad and Gujarat to get vaccinated at the earliest. He said that their will be complete security only when all the citizens make themselves safe by taking both doses. Only then will we be able to win the battle against COVID-19. The Home Minister said that awareness alone can help create the security shield to combat COVID-19. It is up to us to vaccinate. If someone does not get vaccinated due to rumours or fear, then it is our responsibility to remove such apprehensions.

The Union Home Minister said that recently Prime Minister Shri NarendraModigot Cabinet approval of Rs. 23,000 croreto expand the infrastructure in the fight against COVID-19. With this, lakhs of beds, call centers and other infrastructure is planned to be created all over the country. Shri NarendraModi has, with sensitivity, taken the decision to distribute free food grains to the poor till Diwali. He said that we should ensure that food grains reach personsin villages and districtswho have Red Card. Shri Amit Shah said that a call center has been started for GandhinagarLokSabha constituency, to which calls are being made to spread awareness about free food grain distribution. Also, if there is any problem in being vaccinated, then a toll free number has been started.

Shri Amit Shah said that during the second wave there was a shortage of oxygen. The NarendraModi government has started efforts to set up thousands of oxygen plants across the country and Gujarat is not far behind. The Government of Gujarat, voluntary organizations and the Government of India are all working together. Shri NarendraModi has organized installation of oygen plants with capacity to serve more than 4,00,000oxygen beds. Shri Shah said that he believes that all this will be very helpful for us in the battle against COVID-19.

While inaugurating and laying the foundation stone for a total of 1220 development works worth about Rs. 43 crore in Sanand, Ahmedabad, the Home Minister said Shri NarendraModi believed in him, that is why he is also the Home Minister and the Ministerfor Cooperation, but he will always remember that he is first a Member of Parliament, and thathe is the Member of Parliament of Sanand. Therefore the development of this area is my primary responsibility. It is the responsibility of the Member of Parliament to take the schemes of the government to the people and to solve the problems of the people.Shri Amit Shah said that since his party came to power, the tradition of legislators going to the people has started, rather than to people going to legislators. This is because of the changing work culture. He said that we have to carry forward this change, so that the country reaches the top position in the world, under the leadership of Prime Minister Shri NarendraModi.

Shri Amit Shah made a request to the people of GandhinagarLokSabha constituency to make it a green LokSabha constituency by plantingabout 15 lakh trees and saidSanandtaluka should not lag behind in this effort. He said it would be good if trees with long life are planted with the help of GIDC along the boundaries of its entire area. GIDC officers should make arrangements for the trees to be watered.

It is a matter of pride that six daughters of Gujarat including three daughters from Ahmedabad are going to represent India at these Olympics. He said when the Khelo Gujarat campaign was started in the state, people used to joke that could a gold medal be won by playing kabaddi andkhokho.However,today six daughters of Gujarat are going to participate in the Olympics, and he is sure that they will win gold medals. Shri Amit Shah said photos of these girls should be installed in every school so that more children are inspired.

The India Industrial Land Bank (IILB) is a GIS-based portal – a one-stop repository of all industrial infrastructure-related information – connectivity, infra, natural resources & terrain, plot-level information on vacant plots, line of activity, and contact details. Currently, the IILB has approximately 4000 industrial parks mapped across an area of 5.5 lakh hectare of land, serving as a decision support system for investors scouting for land remotely. The system has been integrated with industry-based GIS systems of 17 states to have details on the portal updated on a real-time basis and will achieve pan-India integration by December 2021

A mobile application (wherein login is not required) was launched on Android and iOS stores. Additional features are to be introduced soon. In parallel, the portal has been made more user friendly by allowing users to explore the portal without any login. The design and UI of the portal are being constantly improved for a better user experience

Cabinet approves modifications in Central Sector Scheme of financing facility under ‘Agriculture Infrastructure Fund’

The Union Cabinet chaired by Hon’ble Prime Minister Shri Narendra Modi today gave its approval to the following modifications in Central Sector Scheme of Financing Facility under ‘Agriculture Infrastructure Fund’:

  1. Eligibility has now been extended to State Agencies/APMCs, National & State Federations of Cooperatives, Federations of Farmers Producers Organizations (FPOs) and Federations of Self Help Groups (SHGs).
  1. At present Interest subvention for a loan upto Rs. 2 crore in one location is eligible under the scheme. In case, one eligible entity puts up projects in different locations then all such projects will be now be eligible for interest subvention for loan upto Rs. 2 crore. However, for a private sector entity there will be a limit of a maximum of 25  such projects. This limitation of 25 projects will not be applicable to state agencies, national and state federations of cooperatives, federations of FPOs and federation of SHGs. Location will mean physical boundary of a village or town having a distinct LGD (Local Government Directory) code. Each of such projects should be in a location having a separate LGD code.
  1. For APMCs, interest subvention for a loan upto Rs. 2 crore will be provided for each project of different infrastructure types e.g. cold storage, sorting, grading and assaying units, silos, et within the same market yard.
  1. The power has been delegated to Hon’ble Minister of Agriculture & Farmers Welfare to make necessary changes with regard to addition or deletion of beneficiary in such a manner so that basic spirit of the scheme is not altere
  1. The period of financial facility has been extended from 4 to 6 years upto 2025-26 and overall period of the scheme has been extended from 10 to 13 upto 2032-33.

The modifications in the Scheme will help to achieve a multiplier effect in generating investments while ensuring that the benefits reach small and marginal farmers.  APMC markets are setup to provide market linkages and create an ecosystem of post-harvest public infrastructure open to all farmers.

Modi Government creates a new Ministry of Co-operation (vision of ‘Sahkar se Samriddhi)

In a historic move, a separate ‘Ministry of Co-operation’ has been created by the Modi Government for realizing the vision of ‘Sahkar se Samriddhi’.

This ministry will provide a separate administrative, legal and policy framework for strengthening the cooperative movement in the country.

It will help deepen Co-operatives as a true people based movement reaching upto the grassroots.

In our country, a Co-operative based economic development model is very relevant where each member works with a spirit of responsibility. 

The Ministry will work to streamline processes for ‘Ease of doing business’ for co-operatives and enable development of Multi-State Co-operatives (MSCS). 

The Central Government has signaled its deep commitment to community based developmental partnership. Creation of a separate Ministry for Co-operation also fulfils the budget announcement made by the Finance Minister.

Minister for Road Transport&Highways and MSME Shri Nitin Gadkari has said safety audits have been mandated at all stages of road development to reduce accidents. Inaugurating virtual Symposium on Vehicle crash safety he said India and other developing countries are witnessing a very high rate of road accidents and around 1.5 lakh people are killed every year which is even higher than the Covid deaths. The Minister said his vision is to achieve 50% reduction in road accident deaths and zero accidents and deaths by 2030. Shri Gadkari said about 60% deaths are of two wheeler riders. He said protection and safety of motorcycle traffic is the need of the hour. He said in the global scenario vehicle engineering technology has matured to a great extent and all road engineering measures will improve chances of fatal vehicle crash atleast during the accident event. The Minister stressed on the importance of training of drivers and establishment of advanced Training Institutes and centres.

Shri Gadkari said it was his moral responsibility to make good roads and improve road infrastructure. He said cooperation ,communication and coordination among all stakeholders is essential to create awareness and achieve our goals .

4 Portals developed by CCRAS will also be launched

Marking a significant step towards worldwide visibility for Ayurveda based clinical trials, the Ayurveda dataset on CTRI Portal will be launched online tomorrow by Ayush Minister Shri Kiren Rijiju. This Ayurveda Dataset of CTRI has been jointly developed by ICMR and CCRAS, Ministry of Ayush. The Minister will also launch four more Portals, all developed by the Central Council for Research in Ayurvedic Sciences (CCRAS).

CTRI is a primary register of Clinical Trials under WHO’s International Clinical Trials Registry Platform (ICTRP) and creation of Ayurveda dataset in CTRI facilitates usages of Ayurveda terminologies to record clinical study meta data based on Ayurveda interventions. Until now the clinical trials in Ayurveda were dependent on terminology borrowed from modern medicine.

Now with the joint efforts of ICMR- National Institute of Medical Statistics and CCRAS, Ayurvedic terminology has become part of CTRI. The key feature of this digital platform is the provision of selection of the Ayurveda Health conditions from drop down of 3866 Ayurveda morbidity codes incorporated from the NAMASTE portal (a portal developed by the AYUSH Ministry) in which morbidity statistics pertaining to Ayurveda has been classified according to International Classification of Diseases standards.  It means, now the information, results etc. of Ayurveda Clinical Trials will be available in Ayurvedic vocabulary in the clinical trials registry of India.

Why is the Clinical Registry important?

Clinical trials are being done continuously in the world for new drug discovery, treatment of diseases etc. The problem is that the results of these tests are not publicly available and due to this there is a possibility of not having accurate information about the trials. In view of this, the World Health Organization made it mandatory to create an online registry of clinical trials. In India this work is being done through CTRI and this registry is also part of the World Health Organization registry.

The four more portals that will also be launched tomorrow are AMAR, SAHI, e-MEDHA and RMIS. All of these are primarily developed by CCRAS while RMIS is a collaborative effort of ICMR and CCRAS.

Ministry of Women and Child Development invites comments/ suggestions onThe Trafficking in Persons (Prevention, Care and Rehabilitation) Bill, 2021

Ministry of Women and Child Development has invited comments/suggestions from all the stakeholders on the draft ‘Trafficking in Persons (Prevention, Care and Rehabilitation) Bill, 2021’.The objective of the bill is to prevent and counter trafficking in persons, especially women and children, to provide for care, protection, and rehabilitation to the victims, while respecting their rights, and creating a supportive legal, economic and social environment for them and also to ensure prosecution of offenders, and for matters connected therewith or incidental thereto. The Bill, once finalized, will be sent to the Cabinet for approvaland then for the assent of both the houses of Parliament to become an Act. This Act shall apply to every offence of trafficking in persons with cross-border implications.
