The 24th GST Council Meeting held today through video conferencing decides that Inter-State e-way Bill to be made compulsory from 1st of February, 2018;

The System to be ready by 16th of January, 2018; The Uniform System of e-way Bill for Inter-State as well as Intra- State movement will be implemented across the country by 1st June, 2018.

The 24th Meeting of the GST Council held today through video conference under the Chairmanship of the Union Minister of Finance and Corporate Affairs, Shri Arun Jaitley. It discussed about the implementation of e-way Bill system in the country. Till such time as the National e-way Bill is ready, the States were authorized to continue their own separate e-way Bill systems. However, it was represented by the trade and transporters that this is causing undue hardship in the Inter-State movement of goods and therefore, bringing in an early all India system of e-way Bill has become a necessity. The GST Council today reviewed the progress of readiness of hardware and software required for the introduction of nationwide e-way Bill System. After discussions with all the States,
the following decisions were taken :-

i) The nationwide e-way Bill system will be ready to be rolled out on a trial basis latest by 16th January, 2018.

Trade and transporters can start using this system on a voluntary basis from 16th January, 2018.

ii) The Rules for implementation of nationwide e-way Bill system for Inter-State movement of goods on a compulsory basis will be notified with effect from 1st February, 2018. This will bring uniformity across the States for seamless inter-State movement of goods.

iii) While the System for both inter-State and intra-State e-way Bill generation will be ready by 16th January, 2018, the States may choose their own timings for implementation of e-way Bill for intra-State movement of goods on any date before 1st June, 2018. There are certain States which are already having system of e-way Bill for intra-State as well as inter-State movement and some of those States can be early adopters of national e-way Bill system for intra-State movement also. But in any case, the Uniform System of e-way Bill for inter-State as well as intra-State movement will be implemented across the country by 1st June, 2018.

(Dhyana-yoga, Text 39 Chapter 6)

Meaning text 37: Arjuna said: O Krsna, what is the destination  of the unsuccessful transcendentalist, who in the beginning takes to the process of self -realization with faith but who later desists due to worldly-mindedness and thus does not attain perfection in mysticism?

Bhagavad Gita: What is the destination of the unsuccessful transcendentalist ? (Dhyana-Yoga, Text 37 Chapter 6)

***The basic principle of self realization is knowledge that the living entity is not this material body but that he is different from it and that his happiness is in eternal life, bliss and knowledge. Arjuna is inquisitive to know the results of deviation from the path of self-realization

Meaning text 38: O mighty-armed Krsna, does not such a man, who is bewildered from the path of transcendence, fall away from both spiritual  and material success and perish like a river cloud, with no position in any sphere?

Meaning text 39: This is my doubt, O Krsna, and I ask you to dispel it completely. But for You, no one is to be found who can destroy this doubt.

Bhagavad Gita: Assured of success (Dhyana-Yoga, Text 36 Chapter 6)

vasyatmana tu yatata
sakyo vaptum upayatah

(Dhyana-yoga, Text 36 Chapter 6)

For one whose mind is unbridled, self realization  is difficult work. But he whose mind is controlled and who strives by appropriate means is assured of success. That is My opinion.

Bhagavad Gita: It is possible by suitable practice and by detachment to control the mind (Dhyana-Yoga, Text 35 Chapter 6)

Sri-bhagavan uvaca

(Dhyana-yoga, Text 35 Chapter 6)

Meaning:

Meaning: Lord Sri Krsna said: O mightly-armed son of kunti, it is undoubtedly very difficult to curb the restless mind, but it is possible by suitable practice and by detachment.

Bhagavad Gita: It is possible by suitable practice and by detachment to control the mind (Dhyana-Yoga, Text 35 Chapter 6)

Bhagavad Gita: Nature of mind (Difficult to control) (Dhyana-yoga, Text 33, 34 Chapter 6)

arjuna uvaca

(Dhyana-yoga, Text 33 Chapter 6)

yo’ yam yogas tvaya proktah
samyena madhusudana
etasyaham na pasyami
cancalatvat sthitim sthiram

(Dhyana-yoga, Text 34 Chapter 6)

Meaning:

Arjuna said: O Madhusudana, the system of yoga which you have summarized appears impractical and unendurable to me, for the mind is restless and unsteady.

(Dhyana-yoga, Text 33 Chapter 6)

For the mind is restless, turbulent, obstinate and very strong, O Krsna, and to subdue it, I think, is more difficult than controlling the wind.

(Dhyana-yoga, Text 34 Chapter 6)

***Simple method one must engage one’s mind fully in divine (Krsna). Only then will there remain no other engagements to agitate the mind.

Bhagavad Gita: Perfect Yogi ( Dhyana-yoga, Text 32, Chapter 6)

atmaupamyena sarvatra
samampasyati yo’ rjuna
sukham va yadi va duhkham
sa yogi paramo matah

Meaning: He is perfect yogi who, by comparison to his own self, sees the true equality of all beings, in both their happiness and their distress, O Arjuna!

***One who is divine(Krsna) conscious is a perfect yogi; he is aware of everyone’s happiness and distress by dint of his own personal experience. The cause of the distress of a living entity is forgetfulness of his relationship with God. And the cause of happiness is knowing krsna (divine) to be the supreme enjoyer of all the activities of the human being, the proprietor of all lands and planets, and the sincerest friend of all living entities.

Bhagavad Gita: Perfect Yogi Dhyana-yoga, Text 32, Chapter 6)
